It’s been almost one week since the FFC rules regulating the volume level of commercials has been in effect. The Act, named Commercial Advertisement Loudness Mitigation (CALM) was signed into law in December of 2010, and was done so in response to consumer complaints. The law states that broadcasters must ensure the same average volume level for commercials as the programs they are being shown throughout.
However, the law only applies to those providers having more than 400,000 subscribers. Larger providers will have to monitor volume levels, while smaller companies will not need to do so until and unless a discernible pattern of complaints has been received by their subscribers over a particular period of time. Commercial creators were, until now, able to exploit the loudness meters used by broadcasters. However, these old meters measured only volts, and not levels as newer meters now do.
